In Law no. 20 of 2003 concerning the National Education System and Law no. 12 concerning Higher Education, it is stated that the Government provides the widest opportunity for every individual to take formal, non-formal, and informal education through lifelong learning facilities and provides equal opportunities for certain qualifications.
Therefore, the Ministry of Research, Technology and Higher Education seeks to facilitate affordability, equality, and guaranteed access to higher education by issuing the Minister of Research, Technology and Higher Education Regulation No. 26 of 2016, Regarding Recognition of Past Learning which is a process of acknowledging one’s Learning Achievements obtained through formal, non-formal, informal education or work experience into formal education, starting from the level 3 qualification level of the KKNI (D3 Program) up to the level of qualification level 9 KKNI (Doctoral Program) as the highest level.
RPL also aims to provide opportunities for the community to be equalized with certain qualifications based on formal, non-formal, informal education or work experience in very special or rare fields and the availability needed by the community.
Two types of RPL are regulated, namely:
- RPL to continue formal education (Type A)
Communities can use RPL to continue formal education (type A) to apply for credit exemption (credits) for their learning achievements or work experience, obtained from formal, non-formal, informal education or work experience to continue their education to a higher level. , so that the person concerned does not need to take all the credits or required courses. After completing the learning process in accordance with the credits and courses set at the college, applicants can get a diploma. - RPL to obtain equality at a certain IQF level (Type B)
The RPL to get recognition of equality with certain qualifications according to the IQF level (type B) can be used by universities to conduct individual assessments, to find out whether their learning or work experience so far has achieved equivalence between the CP that has been obtained and certain qualifications at the IQF level. Type B is intended for lecturers and other professions in the community.
